An authentication bypass in Palo Alto Networks PAN-OS software enables an unauthenticated attacker with network access to the management web interface to gain PAN-OS administrator privileges to perform administrative actions, tamper with the configuration, or exploit other authenticated privilege escalation vulnerabilities like CVE-2024-9474 https://security.paloaltonetworks.com/CVE-2024-9474 . The risk of this issue is greatly reduced if you secure access to the management web interface by restricting access to only trusted internal IP addresses according to our recommended best practice deployment guidelines https://live.paloaltonetworks.com/t5/community-blogs/tips-amp-tricks-how-to-secure-the-management-access-of-your-palo/ba-p/464431 . This issue is applicable only to PAN-OS 10.2, PAN-OS 11.0, PAN-OS 11.1, and PAN-OS 11.2 software. Cloud NGFW and Prisma Access are not impacted by this vulnerability.

Vendor or catalog guidance (source)
- CISA KEV: Apply mitigations per vendor instructions or discontinue use of the product if mitigations are unavailable. Additionally, management interface for affected devices should not be exposed to untrusted networks, including the internet.
Known exploitation (source facts)
Only what a source states. Unknown means no source has said either way; it is not "not exploited".

CISA required action: Apply mitigations per vendor instructions or discontinue use of the product if mitigations are unavailable. Additionally, management interface for affected devices should not be exposed to untrusted networks, including the internet.
Suggested hunting (rule-based inference)
SecOps Signal recommendation (rule-based inference). These steps are hunting hypotheses from the vulnerability class; they do not state or imply that exploitation occurred here or anywhere.
Matched kev-network-exposure (CVSS AV:N, CISA KEV Listed); authentication-weakness (CWE-306)
Exposure
- Identify assets with the exact CVE and confirm the affected product/version against the advisory.Telemetry: DeviceTvmSoftwareVulnerabilities · KEV listing raises urgency, but inventory is needed to establish local exposure. · Rule kev-network-exposure
- Identify affected authentication surfaces and compare versions with the advisory.Telemetry: Application inventory · A CWE match is not proof of local exposure. · Rule authentication-weakness
Exploitation evidence
- Review relevant edge or application access logs for unusual requests around the advisory window.Telemetry: CommonSecurityLog · Log review is a hunting hypothesis; KEV listing alone does not show local exploitation. · Rule kev-network-exposure

Exploitation evidence
- Review unexpected successful sign-ins and changes to privileged accounts on affected systems.Telemetry: SigninLogs · Access anomalies are relevant to authentication weaknesses. · Rule authentication-weakness
Response
- Recheck the affected assets after the source-stated mitigation or update is applied.Telemetry: DeviceTvmSoftwareVulnerabilities · A follow-up inventory check verifies local remediation. · Rule kev-network-exposure
CISA KEV Record
Apply mitigations per vendor instructions or discontinue use of the product if mitigations are unavailable. Additionally, management interface for affected devices should not be exposed to untrusted networks, including the internet.
